Solution

Two high pawns and one low pawn cannot always win against cannon and two advisors. Therefore, Red shouldn’t lose too much time. If Black can improve the position of his cannon he will achieve a draw. E.g. the seemingly natural move 1.P7+1? is not sufficient for Red. After 1. ... C1+5 2.P6+1 K4-1 3.P6+1 K4.5 4.K4.5 C1.5 Red can’t make any progress.

Solution

With his swinging cannons Red can first take both of Black’s pawns on the fifth row opening the first file for the red rook and afterwards bring the cannons back to his left side to prepare a checkmate. Red can only wait in amazement.
